How to think about merit
The developer’s early-game recommendation is the strongest sourced spending advice available.
- Ships compete with ARMS for merit.
- Because ARMS may be captured, the developer recommends saving limited early merit for ships.
- Treat this as official guidance, not a guarantee for every campaign state.
Governance, Subversion, and War
- Governance develops planets and ends with a faction-unique command.
- Subversion covers espionage, sabotage, and uprising-based seizure.
- War can request a declaration or restrict war next month.
